        由于邪惡勢力肆意蔓延，一群有超群實力的正義之士挺身而，他們戴著面具，身著奇裝異，與各種壞蛋展開較量。不久他們的英雄事跡通過媒體傳遍國，美元鈔票、絲綢鬼魂、羅、城市隊長等超級英雄的名字為傳播，他們更參與到大大小的重大事件之中，也因各自的格遭受著不同的命運。但是在20世紀70年代，政府出臺的法令導致一部分不愿成為權貴爪的英雄退休，超級英雄集團由分化。　　1985年的一天，效力政府的超級英雄“喜劇演”愛德華·布萊克（杰弗里·恩·摩根 Jeffrey Dean Morgan 飾）被人殺害。四處逃亡的“羅鬲山”沃爾特·科瓦奇（杰基·厄?哈利 Jackie Earle Haley 飾）意識到有人正向曾經的超級英雄痛下殺，而這背后隱藏著更大的陰謀?
